Over the last few decades, the Senate has been degraded and become increasingly polarized, leading to an unprecedented increase in executive power. This paper aims to demonstrate the alignment and contrasts between the constitutional framework and the practical reality of the relationship between the legislative and executive branches. Using a case study approach explore how this degradation and polarization of the Senate has increased the executive's power, this can be seen based on congressional opinion on rule XXII and the changing tactics of minority and majority parties. As a result of the degradation of the Senate and the resulting destruction of democracy, I expect to find that the decay of the Senate is linked to the growing power of the executive branch. This research is important because it seeks to explain a growing problem in our democracy and present democratic solutions to this problem to help us walk away from the ledge that is polarization.
